First go to your cPanel account, and then login.
After that, find out the Databases section, In which you can see the "Remote MySQL" option.
Simply click on it, and then you will be redirected to a Remote MySQL page.
On this page, here you need to add the IP Address of that server, which you want to connect the database remotely.
Note that, If you want to connect the any third party or other server to your database, So you have to enter the IP address of that server.
